Job Title: Director – Program Quality and Learning (PQL)

Program Quality and learning is another priority area for CARE International (CI) in Uganda’s effort to identify and address the underlying causes of poverty. It is for this purpose that we seek to hire the Director – Program Quality and Learning (PQL) who will play a lead role in the Country Office’s (CO) program quality and learning process. In particular the Director – PQL will ensure: (a) program quality through knowledge management, learning and reflective practice in all programmes;

(b) that all programs adhere to CARE’s programming principles and approaches (e.g. CI Programming Principles, the program approach and program characteristics, CARE’s Unifying framework, Rights Based Approach, etc) and abide by agreed CARE and industry standards;

(c) that all programs (both long term and potential emergency response programs) address the underlying causes of poverty and are in line with the country office strategic plan; (d) Prepare consolidated impact statements across programs;

(e) take leadership in the development and implementation of an impact measurement design, monitoring and evaluation system that meets the requirements of CARE USA, CI and the CO; (f) CARE Uganda’s forward or 360 degree accountability to program participants and other relevant stakeholders; and (g) Supervise the work of several technical advisors in order to ensure high quality technical support to programs .

As part of our program unit team the Director - PQL will bring together; programmatic, financial and reporting requirements associated with CO Program quality and Learning to ensure compliance with donor, Government of Uganda and CARE International in Uganda’s requirements.

Reporting to the Assistant Country Director - Program and collaborating with senior management team, the position is based at CARE international in Uganda’s head office in Kampala and with 30% of the time spent in the field for Program Quality and learning purposes and its linkages to facilitate capacity building.

Major Responsibilities include:
Introduce and coordinate required systems and approaches to improve programme quality and learning in CARE international in Uganda

Drive CARE international in Uganda to move from a project to a program approach aimed at achieving higher quality and greater impact.

Lead the development and implementation of an impact measurement competent Design Monitoring & Evaluation system to enable CARE international in Uganda to improve on the quality of its programs.

Develop and implement appropriate learning and knowledge management systems and approaches in the CO

Provide input to and participate in relevant networks, groups and other forums around programme quality and learning.

Supervise, lead, guide and support the technical advisors and other staff in the PQL Unit.


Key qualifications and competences:
Masters degree in Social Sciences / Development Studies / Information Systems.
At least 10 years experience of Design Monitoring & evaluation
(DME) including impact measurement, knowledge management, program quality and learning preferably in development organizations.
Practical, project-level and overall CO experience with NGOs or international development organizations.
Demonstrated competency in qualitative and quantitative information collection, processing, management and analysis; and report preparation and presentation.
Experience in participatory design, monitoring and evaluation, and in PRA techniques.
Good understanding of different analytical frameworks e.g. Livelihoods, Rights-Based Approaches, etc.
Good understanding of qualitative and quantitative research techniques.
Proven skills in diplomacy, motivation and networking.
o Proven experience in successful supervision, team work and strong facilitation skills plus excellent inter-personal skills both within own unit and amongst broader units/teams.
Proven experience in successful team work and facilitation skills.
Proficiency in English including strong writing skills, and computer literacy in the commonly used software
