IDI Job- M&E Specialist

Job Title: MONITORING AND EVALUATION (M&E) SPECIALIST (1)
Reports to: Project Manager CSF/RRH Project

General Summary:
The M&E Specialist will develop and sustain effective M&E systems and practices in the CSF/ RRH Project; be responsible for key Project M&E reports; and be capable of working individually and in a team environment. In particular the Monitoring & Evaluation Specialist (M&E Specialist) will provide technical support in the design, implementation and review of the projects monitoring and evaluation activities.

The Specialist will oversee input, storage and appropriate use of data to track programme performance and to feed forward into quality of prevention, care and treatment programmes. He / She will also ensure that feedback is provided to all relevant stakeholders. In addition, the Specialist will assist the CSF/ RRH Project and other related outreach projects in conducting self-assessments, and building their capacity in the areas of monitoring and Evaluation, including the development of indicators, data collection, analysis and Interpretation of data for use by the Ministry ol Health (MoH) and policy makers. He/She will supervise Project Data Managers and data entrants.
Minimum qualification
• A bachelors degree in either statistics, health or other statistical related degrees
• A master's degree in statistics, epidemiology and/ or demography is essential
• Post graduate in project planning and management is an added advantage

Required Skills:
• Project Planning and Management skills
• Experience in design, development and
• implementation of M&E systems in an NGO in the health sector
• Experience in analysis and reporting/ presentation of data for programme decision-making
• Good database management skills
• Good analytical, report writing and presentation skills
• Strong skills iii statistical packages such as STATA, SPSS, EPIINFO and/or SAS as well as Computer software including Ms. Word, PowerPoint and spreadsheets
• Experience in the development and management of HIV/AIDS programmes
• Experience in leading evaluation or research design, data collection and analysis
• Familiarity with MoH HMIS tools and reporting processes.
• At least four years of relevant work experience with commensurate responsibility.


Job requirement

Responsibilities:
• The M&E Specialist will be responsible for all aspects of M&E in the project (M&E systems creation and maintenance, M&E tools design and Implementation and M&E results).
• Identification or development of data collection tools for use by the project; including project , databases.
• Development of M&E indicators for the project in conjunction with project staff and related to achievement of project objectives and annual work plans.
• Conduct periodic review and further development of project work-plans as well as project Log frame (and milestones in the project work-plan).
• Work closely with partners in Regional Referral Hospitals-to understand operational challenges related to data collection and resolve them as they arise
• Ensure periodic collection of data in relation to all project indicators in the Log frame and work plan. Establish, coordinate and implement quality
• assurance (QA) and quality control (QC) system to ensure validity of project data as well as accuracy and integrity of data collection process
• Ensure timely feedback to Regional referral . 4 hospitals about missing information in submitted data to enable immediate action
• Compile timely and effective reports and other reporting requirement to CSF and other stakeholders
• Produce monthly Key Performance Indicators and work-plan monitor for consistent and regular tracking of project performance (and other periodic or ad hoc reports)
• Present project M&E results at meetings.
• Ensure that data are analyzed and reported for use in project management, as well as providing timely and complete information to funding agencies (CSF) and ensuring the health facilities submit timely reports to MoH
• Develop and implement M&E training courses for project staff and RRH health care workers
• Any other duties as may be necessary
