Monitoring & Evaluation Officer - Pader/Agago (with possible return to Kampala after 2011)

General Description of the Role
Reporting to the Programme Manager, the Monitoring and Evaluation Officer will have a prime responsibility for tracking the program’s indicators and targets, through developing and up dating a comprehensive monitoring and evaluation systems for GOAL and partners and partner CBOs. Working closely with the project team and the Monitoring, Evaluation and Learning team, she/he will support development of systems for knowledge management, documenting and sharing emerging lessons from the project as well as implementing the country M&E work plan by providing M&E support to all Northern Uganda projects i.e. HIV, Protection, Education, WASH and Livelihoods. The incumbent will also functionally report to the GOAL Uganda Organisational Learning, Monitoring and Evaluation Coordinator based in Kampala.

Requirements (Essential)
• Degree in Social sciences, Development studies or related, relevant discipline
• 5 years work experience in humanitarian and recovery context programming
• At least 3 years experience working in a busy M&E department with a reputable NGO.
• She/he should have demonstrated ability to design and implement M&E systems with HIV/AIDS or public health projects.
• She/he should have demonstrated ability to work with and provide technical support to CBOs with little capacity to grasp complicated concepts.
• She/he should have strong organizational and computer skills including MS Word, Excel.
• Good, demonstrable writing and communication skills in English
• Experience and ability of working in Northern Uganda
Desirable:
• Strong analytical skills.
• Ability to travel up to 40% from base
• Knowledge and experience working for a USAID funded programs.
• Experience with statistical packages used for data analysis like SPSS or EPI info.

WASH Project Officer – Pader/Agago

General Description of the Role
Reporting to the WASH Project Manager, the WASH Project Officer’s role will be to provide technical expertise to the organisation, supervision and monitoring of water and sanitation activities in the community, supervising a team of WASH staff, while ensuring that GOAL’s procedures and policies are adhered to in all project operations.

Requirements (Essential)

• Degree/diploma in water engineering, environment science or related field;
• At least 3 years experience in WASH promotion with a bias in CLTS in an NGO setting’
• Proven ability to manage projects and people;
• Keen to learn and develop skills;
• Ability to read and write to a high standard in English;
• Computer literate with excellent report writing skills.

Desirable
• Experience of participatory methodologies related to hygiene;
• Valid motorcycle riding permit.

WASH Promotion Assistant – Pader/Agago

General Description of the Role
This role will be within the GOAL WASH team, with strong links to all other programmes, in particular Water, Sanitation and Hygiene. The post holder will also be working closely with Sub County Extension Staff, community leaders and schools. The post primarily will be involved in the promotion and monitoring of Water, Sanitation and hygiene activities in the community.

Requirements (Essential)
• At least 2 year’s experience with an NGO in a related field;
• Ability to read and write to a high standard both in English and Luo;
• Computer literate, with good working knowledge of Microsoft Word and Excel;
• Proven ability to effectively motivate, and engage people;
• Keen to learn and develop skills;
• Willing to live and work in an insecure rural environment .

Desirable
• Working knowledge of CLTS (Community Led Total Sanitation)
• Good local knowledge of the area
• Qualifications in community participation and or training methods
