OBJECTIVES OF THE PROGRAMME :
The objectives of the tobacco control programme in WHO is to reduce the global burden of disease and death caused by tobacco, thereby protecting present and future generations from the devastating health, social, environmental and economic consequences of tobacco consumption and exposure to tobacco smoke. This is accomplished through providing global policy leadership; encouraging mobilization at all levels of society; and promoting the WHO Framework Convention on Tobacco Control (WHO FCTC). The WHO FCTC encourages countries to adhere to its principles, and the TFI Programme supports them in their efforts to implement tobacco control measures based on its provisions. The tobacco control programme in AFRO seeks to influence national and international efforts to achieve tobacco control policies that are pro-public health, and also to increase the ability of Member States to manage the opportunities related to implementation of the WHO FCTC.
The World Health Organization is the recipient of a Bill & Melinda Gates Foundation grant to implement model, sustainable sub-regional tobacco control capacity building and to work with Member State Governments in the African Region to promote tobacco-control oriented policy change.
Description of duties:
Under the broad guidance and direct supervision of the Senior Project Officer (Gates), and in collaboration with TFI AFRO and the Global Coordination Team at TFI HQ, the incumbent:
1.Provides technical, tobacco control-specific programmatic expertise and guidance relevant to the establishment of the African Tobacco Control Resource Centre (ATCRC)
2.Assesses leading tobacco control practices and research to identify innovative approaches and models for integration into the ATCRC's initiatives
3.Advises the Director of the ATCRC in developing and implementing the Centre's initial tobacco control capacity building trainings, product and service offerings
4.Liaises on the technical level with ATCRC's external partners and technical counterparts within WHO and relevant AFR Member State governments to forward the work of the ATCRC
5.Identifies and evaluates tobacco control research opportunities for the ATCRC and encourages national counterparts to seek new scientific courses of investigation, building tobacco control capacity and sustainability
6.Provides the Senior Project Officer (Gates) with advice on attainment of the ATCRC tobacco control programme objectives and execution options, within the agreed operational parameters
7.Any other appropriate duties and functions, as required by the Senior Project Officer (Gates)
REQUIRED QUALIFICATIONS
Education:
Essential: Advanced degree in public health, administration or policy or other relevant field.

Desirable: Training in tobacco control.
Skills:
Excellent track record in tobacco control programme planning and implementation at the national or international levels.
Demonstrated knowledge of and experience in complex tobacco control project.
Proven ability to develop and support health programmes in developing countries, preferably in countries with a high burden of tobacco use and resource-limited settings.
Ability to communicate and write in a clear and concise manner.
Abiltiy to establish and maintain effective working relations in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity, including gender balance.
Tact, discretion and diplomacy.
Ability to work under tight deadlines and on a results oriented basis.

Experience:
Essential: 7 years experience in public health programmes, policy or research at national and international levels, including one year of experience at the international level in a governmental, academic or international organization or institution. At least 3 years of experience in tobacco control. Practical Experience in the African Region. Proven experience in public health programmes in developing countries, drawing on best practices and working well with partners, internal and external. Demonstrated familiarity with the WHO FCTC, related instruments, implementation and institutions is essential.

Requirement:
 Candidate Profile:

    A minimum of a Bachelors Degree in Renewable Energy, Mechanical Engineering or other relevant course.
    Strong interpersonal and networking skills, experience working with local or international organizations and successfully working closely with local and central government agencies on complex issues is desired;
    Experience in implementing community mobilization, broad-based awareness raising, advocacy, lobbying and capacity building (e.g. training, workshop facilitation and capacity building) Is preferable;
    Computer literacy, familiarity with GIS applications and a possession of a valid driving license;
    Knowledge and ability and /or experience in development of fundable project proposals desirable.

Qualifications of Successful Candidates

Advanced university degree in information management or related field, or a first university degree and specialized training in computer science, information systems and/or Telecommunications, as below:

Theoretical foundations of computer science with practical applications of software, database, network, telecommunications and systems development.

i) Specialized training in information systems technology, information systems concepts and processes, and organizational functions and general management. Postgraduate training in: information systems principles, database management systems, structured systems analysis and design; information systems project management; information systems planning and policy; operating systems; client/server applications and environment;

Or,

ii) Specialized training in telecommunications technology, management and policy with up-to-date coverage of the issues and trends. Postgraduate training in: management information systems ; advanced programming; data communications and networks, computer networking, telecommunications management, telecommunications policy and environment; distributed information systems ; information security and control.

Eight years progressively responsible professional work experience in information management with increasing management-related content at national and international levels.

Experience in planning and/or supporting the physical technical environment necessary for a field office to function.

Fluency in English and another UN language. Knowledge of local working language of duty station is an asset.

ACTED has been active in Uganda since May of 2007, both in the northern region and Karamoja. In the North, ACTED supports the early recovery process with a specific focus on the needs of returning populations displaced by years of conflict. It also expands access, retention, equity and quality of primary education. In Karamoja, the focus is enhanced food security and resilience to disasters, especially droughts, as well as improving the primary education sector. In 2010, ACTED began laying the foundations for long term economic development by strengthening livelihoods, building community infrastructure, increasing access to markets, and focusing on disaster preparedness and drought early warning. The position of International FLAT Intern in Uganda will be 50-40% based in Kampala and 50-60% based in the cross border Karamoja-Pokot Area (KPA).  Overall Responsibilities

The Data Warehouse Architect is responsible for the design and coordination of the implementation of the district supervision data system. The system is built on data warehousing and business intelligence technology to support analysis and reporting on performance of healthcare facilities in medicines management in SURE’s forty five districts. In addition the job holder will:

    Be involved in the development of a data mart and business intelligence application to provide self service analytics of medicines management supervision data routinely collected from districts.
    Works in collaboration with an external contractor to develop a conformed data mart for the district data and is involved in the development of Extract-Transform-Load procedures for the data.
    Works with internal and external partners to proactively identify the business intelligence and reporting needs of systems users and works extensively with the system contractor to accommodate these reporting requirements into the system’s business intelligence interface.
    Actively coordinate and participate in the design, development, testing and deployment of the district supervision data system and oversee the contractor’s development team to ensure timely completion of the system development project.
    Educate internal and external users on the analytical processing capabilities of the system.
    Design, implement and document system maintenance plans in line with best practices including hardware maintenance, system backup, disaster recovery, fail safe and optimization.
    Oversee the project management of the system development project and ensures that it is delivered on schedule and that the finished system meets the expected quality.

Qualifications

    Masters degree in computer science or related discipline
    Proven experience in the development of data warehousing and business intelligence solutions using SQL Server 2005/2008, SQL Server Analysis Services (SSAS), SQL Server Integration Services (SSIS), SQL Server Reporting Services (SSRS).
    Advanced level development skills on the Visual Studio.NET stack including C#.NET and ASP.NET
    Experience implementing SharePoint applications an added advantage
    Knowledge of Windows Server administration

TERMS OF REFEENCE FOR A PROGRAMME COORDINATOR

1. DUTIES/RESPONSIBILITIES:

    Establishing effective mechanisms for monitoring and evaluating PFCC programmes and follow up on key areas of application commitments in collaboration with PFCC Executive, parliamentary Committees and civil society.

    Identify and develop possible .areas for PFCC partnership with local organizations, universities, research institutions, etc;
    Represent PFCC in coordination meetings, staff meetings, workshops, and meetings with stakeholders;
    Assist in authoring research reports, briefing notes, policy papers, and other materials as required;
    Help to develop and coordinate research dissemination and follow-up activities, including providing substantive advice on the future direction of the program; and act as Secretary to PFCC Executive Committee.
    Other duties as required.

2. Field Research Management Activities

    Conduct interviews with a variety of actors (Government, traditional leaders, CSOs, youth groups, women’s leaders, etc), using a full-range of qualitative research techniques;
    Assist in the recruitment and management of a local research team, including providing training, mentoring and on-site monitoring of researchers;
    Provide insights into the findings of field research, using substantial local knowledge (political, institutional, cultural, etc)

Requirement:
Preferred Qualifications: The successful candidate will possess some or all of the following characteristics;

    Fluency in written and spoken English
    Masters degree in environmental management or social sciences (Post graduate Diploma in Project Planning and management would be an added advantage)
    At least 5 years experience working in the field of international development and environmental governance, or research at a professional level (required)
    Willingness and ability to spend extensive periods of time (at least 50% of contract, to include weekends and evenings) in remote areas throughout
    Proven record of successful interaction with individuals from a diverse array of backgrounds, including government officials, police, traditional leaders, women, the elderly, youth, CSOs, etc;

Title: Technical Officer

Major purpose:

The Malaria Technical officer will be responsible for working with the districts in Central region that are supported by the Stop Malaria Project to implement facility and community based malaria control activities. The position is also responsible for ensuring the timely and acceptable implementation of the SMP work plan in the region districts of the project. The position will require frequent travel in the Central Region districts of the project.

Specific responsibilities:

1. Assist with implementing the following interventions and activities in Hoima Region:

    ANC LLIN distribution systems
    Campaign LLIN distributions
    Training health workers on .increased intermittent preventive treatment uptake among pregnant women
    Training health workers on the diagnosis of malaria using both RDTs and microscopy

    Improved support and supervision of malaria control interventions at district level

2. Organise and represent the STOP Malaria Project at district level technical meetings

3. Participate in district support supervision and Clinical audits

4. Assist with the planning/ organizing and chairing of Regional SMP quarterly Review meetings with the district leadership.

5. Carry-out additional duties as assigned by the supervisor.

SELECTION PROCESS
