BASIC FUNCTION OF POSITION
The job holder’s primary responsibility will be to coordinate the Saving Mothers, Giving Life (SMGL) public-private partnership program. Under the Global Health Initiative (GHI), SMGL’s aim is to rapidly reduce maternal mortality in four western Ugandan districts. The job holder will work closely with all USG agencies supporting SMGL (Centers for Disease Control and Prevention (CDC), Peace Corps, and Department of Defense (DOD)), Headquarters in Washington, DC, and Atlanta, GA, the Ugandan Ministry of Health, and implementing partner colleagues. Integral to SMGL progress, the job holder will coordinate and arrange interagency and implementing partner meetings; write and share meeting minutes; coordinate and collect data from partners’ implementing activities in the field; participate in partner technical working groups and disseminate findings; conduct joint site monitoring visits; write and share progress reports; participate in the development and implementation of project evaluation and other M&E efforts; assist in compiling data for a costing study; plan high level USG and SMGL partner site visits to Uganda; and perform other duties as necessary. In addition to SMGL, the job holder will have opportunities to review and edit concept papers and program descriptions throughout the design process, serve as a technical reviewer of health proposals and participate in the award selection, assist in writing health-specific operational plans, write project supports and communications documents, and provide any other support to the health, HIV/AIDS, and education teams as needed.
Background Information
The dynamic, diverse, and fast-paced Health, HIV/AIDS, and Education (HHE) office within the USAID/Uganda mission is seeking an Eligible Family Member (EFM) to provide support to a number of strategic health projects. The position is located in the Development Objective 3 (DO3) office. DO3 is the largest DO Team in USAID/Uganda, with 40 staff. There are three Teams within the DO3 office – Education and Health Seeking Behaviors; Service Delivery; and Systems Strengthening. The job holder will sit on the Service Delivery Team. Together these teams manage a wide array of programs, many of which are cross-cutting and integrated in design. Each element of the portfolio contributes to the Global Health Initiative (GHI), seeking country-led health approaches that focus on integration of services, leveraging host country and other donor investments, strengthening health systems, a focus on women and girls, improved application of evaluation, innovation, and science and technology.
The office manages a $230plus million health portfolio and a range of projects in HIV/AIDS, Health Systems, Malaria, Reproductive Health and Family Planning, Maternal and Child Health, Nutrition, and Emerging Pandemic Threats. This position offers the opportunity for an EFM to provide strategic direction and coordinated support for health projects, policy and program development support, and leadership to one of the largest interagency Mission health teams.
The Service Delivery Team is a high performing group of 16 individuals including cross-cutting persons. The team includes a US Direct Hire (USDH) Team Leader, an FSN Deputy Team Leader, 9 FSN Project Management Specialists, a US Direct Hire, a USPSC, one FSN Office Manager, a CDC malaria advisor, and this Program Development Assistant. Together, the team manages actives totaling approximately $80 million. The Service Delivery Program requires intensive multi-agency planning, extensive Government of Uganda (GoU) consultation, Technical Working Group alliances and consultation, and donor coordination at the program level.

REQUIRED QUALIFICATIONS
NOTE: All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.
1. Education Required: Bachelor’s Degree in global public health, international affairs, or other related field is required. Master’s degree in similar field preferred.
2. Work Experience: Three to five 3-5 working years in a professional office setting, ideally within an international organization, required, with 2-3 years of experience in public health, international development, or other relevant field preferred. Demonstrated experience in coordination of large-scale projects or working it teams. Preference given to candidates with experience coordinating with an international agency, host government or implementing partners. Familiarity with the management of contracts, USG procurement and documentation requirements, and in project design, implementation, management and evaluation desired.
3. Language Requirement: Level IV (fluent - written and spoken) English ability is required.
4. Knowledge: Knowledge of or demonstrated ability to quickly learn international development and U.S. foreign policy priorities required. Knowledge and interest in maternal and child health issues and current strategies for improvement and implementation of such programs is strongly preferred. Technical knowledge is desired in one or more of the following programmatic areas: HIV/AIDS, reproductive health and family planning, maternal and child health and nutrition, infectious disease. General knowledge of the health and public sector environment, donors and related private sector programs in Uganda is preferred.
5. Skills and Abilities: Strong interpersonal, analytical, and communications skills required. The job holder must have strong management skills and be able to order priorities and manage several activities simultaneously.
SELECTION PROCESS
After an initial application screening, applicants will be invited for oral interviews. The selected candidate must pass pre-employment security investigations before beginning work. The initial appointment period is one year, subject to renewal.
Normally, candidates for employment are hired at the first step of the designated pay grade. In some instances, candidates may be hired at a higher step when exceptional qualifications or previous governmental service and pay level so warrant. The Human Resources Officer will make the decision with the concurrence of the employing section.

1. Management will consider nepotism/conflict of interest, budget, and visa status in determining successful candidacy.
2. Current employees serving a probationary period are not eligible to apply.
3. Current Ordinarily Resident employees with an Overall Summary Rating of Needs Improvement or Unsatisfactory on their most recent Employee Performance Report are not eligible to apply.
4. Currently employed U.S. Citizen EFMs who hold a Family Member Appointment (FMA) are ineligible to apply for advertised positions within the first 90 calendar days of their appointment.
5. Currently employed NORs hired under a Personal Services Agreement (PSA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment unless currently hired into a position with a When Actually Employed (WAE) work schedule.
