Job Title: IEC/BCC Technical Officer

The IEC/BCC TO will be responsible for building the capacity of partner organization personnel to implement quality HIV/AIDS sub-project activities through the provision of technical support in: the various approaches to IEC/BCC activities; providing technical assistance to partners seeking support to implement initiatives relating to IEC/BCC for vulnerable groups and represent project activities with relevant bodies and authorities.

The incumbent will also be responsible for the Partnership Officer role whereby he/she will act as the principal contact point between GOAL and assigned partner organizations in the district; work with assigned partner organizations to develop and agree project proposals with GOAL, and to monitor and support implementation so that it matches agreed plans, keeping the relevant GOAL Project Manager informed of any problems or issues that arise. Strengthen the capacity of assigned partner organizations and liaise with other Technical Officers and other staff in GOAL to monitor and support the highest technical quality possible of project work.

Essential Requirements

* A bachelor’s degree in Social Sciences, Development Studies, or Community Development with 1-2 years NGO field experience, or Diploma in development studies or social work with 3-5 years NGO field experience;
* Good proposal and report writing skills;
* Previous experience of social marketing;

* Qualification in Training of Trainer (TOT);

* Working knowledge of HIV/AIDS;
* Proven ability to implement peer education;
* Proven ability to implement Stepping Stones;
* Proven ability to implement life planning skills;
* Working knowledge of computer packages like MS Word and MS Excel;
* Experience in networking with government, NGOs and districts in project implementation;

* Willingness to work and live in a remote location.

Desirable

Previous experience of working with civil society partners; knowledge of gender issues; previous experience with budget development and ability to ride a motor cycle.
