Job Title Regional HR officer (1 Post)
Role definition: To review and monitor the implementation of Baylor Human Resource systems and practices in the various regions in line with existing Baylor Uganda HR policies and procedures.
Key result areas:
1. Review and implement the performance management system, policies and procedures in the regions in line with the HR manual
2. Collect regional applications and conduct referral checks for applicants, induction of new employees for various posts, processing the exit of staff and manage the clock in & out system in the regions in line with the Baylor Uganda HR manual.
3. Review and implement Baylor Uganda staff training & development strategy in the regions in line with the HR manual
4. Review and monitor the implementation of employee relations, Health and safety, leave management and welfare system in the regions in line with Baylor Uganda's HR Manual
5. Design, maintain and update a database of regional personnel information according to the approved personnel lists by the HR Manager in line with the Baylor Uganda HR manual
6. Develop and monitor the implementation HR regional plan and budget in line with organizational mission and Financial guidelines
7. Conduct periodic Talent audits and develop succession plans to ensure that the regions have a constant pool of employees that accomplish the various program objectives in line with Baylor Uganda's training and talent development guidelines
8. Develop and maintain partnerships with the district personnel
9. stakeholders to align the health professional capacity objectives to the district personnel management system in line with Baylor Uganda's mission
10. Prepare quarterly reports in regard to the regional human resource management issues in line with the Baylor Uganda HR manual
Job requirement
Job specifications:
The job holder should have; 1) A Masters in Human Resource Management or Industrial/Organizational Psychology or Organizational Behavior or MBA-HR specialist (2) At least 3 years of experience in managing a corporate function, providing the following knowledge and skills, managing performance driven programs, managing the change process, including executive coaching, communications, and transition management; with a reputable international NGO, and direct experience with government and donor representatives (3) Have Key personal competences in Team and communication skills, networking and partnership skills. Must be dynamic, Persuasive & convincing, self- motivated, and able to demonstrate high initiative. (4) Demonstrated ability to understand business, business strategy, and how to link people and business processes to drive desired results
