Job Title: M & E/Data Coordinator (1 Post)

BACKGROUND: The Baylor College of Medicine Children's Foundation - Uganda (Baylor -Uganda) headquartered at Mulago hospital, is a comprehensive HIV care and treatment organization that supports the treatment and care of HIV infected and affected Children and Adults. Baylor - Uganda has three operational areas; HIV/AIDS prevention, care and treatment services, Health professional training and clinical research.

Baylor-Uganda is engaged in working with the MOH in a number of Districts in Uganda in strengthening health systems for improved delivery of HIV/AIDS services. We are therefore looking for experienced, committed and hard working individuals prepared to work for a fixed one year contract in Health centres and District hospitals in Adjuman, Koboko, Kabarole, Kamwenge and Kyenjojo.


Role definition: Review and monitor the implementation of M & EI data management systems and guidelines for measuring and tracking district programmes/projects performance and manage the utilization of data and information in line with the M & E/Data departmental mission
Key result areas:
1. Monitor the conducting periodic surveys (baselines, mid-term, and end of program) to establish the progress level of programs in relation to the set performance indicators in line with the M&E departmental mission
2. Develop performance monitoring tools to track program indicators in accordance to the project implementation plan
3. Build the capacity of data teams in facilities supported by Baylor - Uganda and programme implementers in M & E and data management issues in line with the M & E departmental mission
4. Develop and appraise, support and maintain a competent & motivated “Regional M & E/Data team" through giving constructive feedback, coaching and mentoring in line with the Human resources manual.
5. Develop and monitor the implementation of the annual regional M & E/data management work plan and manage the budget according to Baylor Uganda financial and planning guidelines
6. Design and update modify organization databases for capturing patients' information and update the MIS database for recording information on programme indicators, progress and impact according to established MIS guidelines in line with the M & E departmental mission
7. Develop a system to monitor data capturing & cleaning process and conduct statistical analysis of the data collected to support program activities and research studies in the district
8. Monitor the implementation of procedures for backup all program data in the district and maintain its security for both online and archived datasets in line with the M & E departmental mission Prepare periodic M & E reports with appropriate recommendations on identified project implementation strategies, targets and operational problems according to the project activities and Baylor Uganda's reporting guidelines

Job requirement

Job specifications:
The job holder should have; 1) A Bachelor's (honors) degree in statistics or demography or qualitative economics. (2) Postgraduate diploma in project planning & management or statistics or demography or community based course or public health (3) At ieast 3 years of experience in Log Frame Approach in planning, monitoring and evaluation; application of qualitative and quantitative M&E methods; with a reputable international NGO, and direct experience with government and donor representatives (4) Have Key personal competences in Team and communication skills, networking and partnership skills. Must be dynamic, Persuasive &convincing, self- motivated and able to demonstrate high initiative. (5) Knowledge of common Statistical analysis and database management packages Ms Access, Ms Excel, STATA, SPSS, EPiDATA
