Job Title: Human Resource Officer

Location : Kampala

Reports to : Director

Supervises : Administrative staff



Working relationship

The Human Resource Development Officer deals with the management and staff of PIBID, that is all departments and occasionally with stakeholders/government suppliers etc.

Job statement

The HRD Officer shall take responsibility in the implementation of Human resource Policies and procedures, staff development and welfare management.

Duties and responsibilities

Apart from being asked to perform any other duties by the Director PIBID and BMC, PIBID, the HRD shall perform the following duties and responsibilities;

a. Prepare and recommends HR Unit annual workplan and budget on approval

b. Prepares quarterly performance targets based on the approved plans and budget.

c. Reviews and approves quarterly individual staff commitment plans of the supervision staff.

d. Ensures that all staff under him/her are performing their duties efficiently

e. Evaluates every accomplishment reports every end of quarter.

f. Prepares and submits quarterly accomplishments report of the office.

g. Coordinate activities related to hiring, recruitment, attendance, promotion, transfers, job performance evaluation, training, employee leave, labor disputes/grievances, wage, salary administration, compensation benefits, and allowances.

h. Develops and recommends on HRD interventions like job rotation, job enrichment, career path and progress on scheme, coaching etc.

i. Provides overall supervision in the formulation and implementation of staff training and development.

j. Perform any other duties assigned by the Director/ BMC, PIBID

Qualification:

University Degree in Human Resource Management or Management related areas with a focus on Human Resource Management.

Minimum competencies required

a. Clear grasp and understanding of the National Labour laws and related acts.

b. Supervision and management skills.

c. Knowledge on wage and salary administration.

d. Interviewing skills.

e. Minimum of two year's experience in public sector

f. Strong monitoring and communication skills.

g. Strong leadership and mentoring skills.

h. People yet result oriented

i. Excellent team player.
