Objectives

The COO Office forms part of reforms introduced in the 2008-2012 MTS designed to improve coherence and coordination across complexes, ensure strategic priorities are reflected in resources allocation, enhance monitoring and management of performance, and strengthen the focus on results
Duties and responsibilities

The Adviser core responsibilities include :

Overall Coordination activities

* Advise the COO on key policy matters of strategic and institutional significance (e.g. MTS, LTS, ADF,GCI )
* Support the COO with the review of key operational, corporate policies, procedures and processes.
* Review documentation for SMCC and OpsCom consideration and advise the COO on appropriate course of action
* Lead and coordinate COO’s involvement in monitoring of implementation of Board and SMCC decisions
* Prepare technical reports and briefing notes on issues of interest and relevance
* Provide analytical inputs in COO’s involvement in Strategy formulation and budget preparation

Corporate Performance and Results Monitoring

* Lead and coordinate COO’s involvement in the design, implementation and review of corporate performance monitoring systems, tools and indicators
* Lead and coordinate COO’s involvement in the monitoring and review of corporate performance data (Budget implementation, KPIs, Lending Programme (IOP), ADF/GCI Commitments, Audit Recommendations, etc.)
* Provide technical support and advice to the office of the COO on the Bank Result’s Agenda

Cross-complex initiatives – Organizational Effectiveness

* Provide technical support and advice to the COO Office on Decentralization
* Represent the COO in cross complex initiatives and task forces
* Lead and coordinate COO’s involvement in the design and implementation of monitoring and reporting frameworks for Bank’s vertical initiatives
* Provide technical support and advice to the COO complex in its interaction with other complexes to ensure effective coordination
* Provide technical support and advice to the office of the COO on the implementation of the Bank’s institutional reform agenda
* Coordinate COO Office’s involvement in the development and implementation of a Bank wide management information system (MIS)

Complex-internal management support

* Provide technical supervision and mentoring of junior staff in the COO
* Advise on complex wide staffing and budgetary resources requirements in line with agreed strategic and institutional priorities.
* Provide input in the formulation of the Work Programme of the COO Office
* Provide speech writing support to the COO
* Undertake any other assignment as needed




Selection Criteria

Including desirable skills, knowledge and experience

* Minimum a Master or an equivalent degree in business administration, management , finance, economics or other relevant fields. A PhD would be a plus;
* Preferably a minimum of eight (8) years of relevant MDB experience; solid credentials on development issues; understanding of both public and private sector perspectives. Experience in change management would be an asset;
* Demonstrated superior leadership qualities, first-rate interpersonal skills, strategic mindset with ability to balance long-term and short-term tradeoffs;
* Excellent technical, analytical skills and established operational track record of excellence in achieving results;
* Proven ability to identify and articulate policy issues, tradeoffs and priorities to provide sound advice;
* Demonstrated ability to work across institutional boundaries with various teams, build and lead a team of professional staff, and utilise talent and expertise of team members in a productive way;
* Ability to build partnerships and deliver results that meet the needs and long-term interests of clients within and outside the institution;
* Demonstrated ability to produce high quality work on a variety of issues within very short deadlines, to take prudent risks and make effective and timely decisions;
* Superior written and verbal communication skills in English and/or French with demonstrated ability to think strategically and synthesize complex issues (translated into effective oral and written communications)
* High degree of discretion, tact and sensitivity in dealing with internal and external clients and stakeholders at all levels;
* Competence in the use of Bank standard software (Word, Excel, Access, PowerPoint)
* Ability to work under pressure and perform in a multicultural and complex environment.
