Job Title: Senior Human Resources Specialist
Location: Kampala - Uganda
Reporting Relationships: The Snr. HR Specialist reports to the Ministry Services Manager.
Job Summary:
The Sr. Human Resources Specialist is responsible for leading the development and implementation of HR strategic and operational solutions tor the Country Office. Contributes as a member of the Country Management Team in planning, determining and implementing decisions that will foster a positive, highly productive workplace and a Country Office that effectively fulfills Compassion's mission

Core Duties and Responsibilities:
1. Has a personal relationship with Jesus Christ. Is a consistent witness for Jesus Christ, maintains a courteous, Christ-like attitude in dealing with people within and outside of Compassion and faithfully upholds Compassion's ministry in prayer.
2. Working within one's influence, serves as an advocate for children around the world who live in poverty and are not able to speak out for themselves, This includes being informed about the issues of children and influencing others to care about children who are in need.
3. Supervises Human Resources Associate and/or Specialist.
4. Directs and provides strategic and operational solutions for all HR functions within the Country Office.
5. Plans and provides strategic solutions in staff development functions with the Country Director and Country Management Team by;
6. Keeps up-to-date and assures compliance with all labor laws of the country. Develops and monitors HR metrics for CMT decision making.
7. Serves as a internal consultant to the CMT in all Human Resources matters, including systems, employee engagement, employee relations and change management, based on Compassion's policies and country labor laws. Guides the Human Resources
Associate or Specialist to maintain the country office Employee Handbook, and ensures successful communication of policies to all employees.
8. Cross-functionally follows Compassion's matrix management principles by working with other members of the management team and field office staff, and acts as the liason between the field office, Area leadership and GMC office in HR matters.
9. Annually reviews and makes recommendations to CMT for improvement of the office policies, procedures, and practices on personnel matters.
10. Consults with legal counsel as appropriate.
11. Handles employee relations counselling, outplacement counselling and exit interviewing.
12. Plans, organizes, and controls all activities of the department. Participates in developing department goals, objectives, and systems.
Knowledge, Skills and Abilities Required:
1. Mature Christian who is a demonstrated spiritual leader, based on evangelical Christian values; has a personal relationship with Jesus Christ and is above reproach in integrity and honesty,
2. At least five years of experience in Human Resources. Experience in management preferred.
3. Sound judgment, decision-making and facilitation skills.
4. Proven ability to effectively train and develop staff.
4. Capability to handle highly confidential information discreetly.
5. Good numerical aptitude and accuracy.
6. Must be highly knowledgeable of the local labor laws.
7. Excellent verbal communication and interpersonal skills for building support with in-house staff and relationships with external business contacts.
8. Bilingual; able to speak and write in advanced Business English.
9. Work effectively across cultures and with all level of personnel both at the Country Office, Area/Regional Office and GMC office.
10. Experience using Microsoft Office software application and a personal computer.
