Job Title: GRANTS OFFICER

Job Summary:
Reporting to the Grants Manager, she / he supports the Grants Manager in all aspects related to implementing STAR-EC'S grants strategy, including the issuance of requests for applications, ensuring compliance of STAR-EC/ JSI internal policies and monitoring of grantee activities. The Grants Officer has primary responsibility for reviewing grantee financial reports for accuracy and integrity, and for informing the Grants Manager and Director for Finance and Administration of any problems or irregularities.

Key Result Areas:
• Due diligence assessments of prospective grantees.
• Completion of monthly /quarterly financial reviews tor all grantees.
• Ensuring timely, accurate, consistent reporting by grantees.
• Provide on job orientation of partner finance staff specifically, the Grants Officer shall:
• Coordinate the solicitation and contracting process for CSO grants
• Participate in review and evaluation of grant applications from Civil
• . Participate in review of work plans and follow up of fund disbursements to local governments.
• Conduct background checks for final applicants of STAR-EC grants and grants' related services
• Provide technical assistance and training to partners on completing reporting requirements.
• Establish tools to track supervision visits to partners and provide necessary updates to technical teams
• Contribute to STAR-EC quarterly and annual plans and reports, both financial and programmatic
• Carry out any other duties assigned.

Position and Person Specifications:
Education:
• University Degree in Business Administration, Commerce,
• Economics, Finance and Accounting. Or finance / accounting professional qualifications

Experience:
• Program experience of at least 3 years minimum in Grants Management in Uganda.
• Three years of professional experience working with a donor agency or non-governmental organization

Specific Knowledge or Skills Required
1. Sound working knowledge on financial management;
2. Excellent interpersonal, supervisory and organizational skills
3. Excellent management skills and ability to attend 10 details.
4. Strong skills in teamwork, networking, facilitation, strategic thinking,
5. Experience in training and participatory learning methodologies;

Personal Qualities
5. High level of integrity
6. Commitment to working as part of a team to address Uganda's challenges in the health and HIV/AIDS sectors;
7. Ability to work on own Initiative, proactive altitude and a team player
8. Willing to work with minimum supervision
