Job Summary
Reporting to the Deputy Chief of Party- Technical, the HIV and AIDS Special¬ist performs a full range of tasks related to providing technical support to public health units and Civil Society Organizations (implementing partners) through capacity building aimed at implementation of HIV and AIDS prevention activities in accordance with PEPFAR and National guidelines.
Key Result Areas:
• Carryout continuous capacity building of civil society organizations and health units through training and close monitoring to support the effec¬tive implementation of HIV and AIDS prevention activities in accordance with national and PEPFAR guidelines.
• Collaborate with other HIV/AIDS programs in the East-Central region regarding the progress of the STAR-EC program to foster their support and cooperation.
• Monitor and evaluate STAR-EC field activities with supervision from and close collaboration with the Deputy Chief of Party-Technical, other STAR-EC Technical and Strategic Information staff,
Specific duties shall include:
• Carry out capacity building for Civil Society Organizations and health facilities to enable them to plan and implement effective HIV/AIDS pre¬vention activities in accordance with National and PEPFAR guidelines.
• Provide technical input in the review of proposals from civil society organizations and participate in field assessments, monitoring, and mentoring/on-site support to partners. He/she will participate in training or mentoring teams at district and health facility levels to ensure that quality Safe male circumcision (SMC) services are delivered
• Lead person in the development and implementation of interventions to address prevention needs of vulnerable and most at risk groups includ¬ing out-of-school-youth, commercial sex workers, fisher-folk, discordant couples, people with disability and migrant populations.
• Participate in HIV/AIDS prevention policy dialogue and planning/stake-" holder fora, and dissemination of best practices to the project.
• Participate in developing data collection tools; gathering, analyzing data and reporting to MEEPP and USAID. In particular, work with Strategic Information department and MoH to develop and implement systems to efficiently and effectively monitor and evaluate the scale-up of SMC activities
• Prepare programmatic documentation, including the timely submission of Progress reports to USAID.
• Together with the Training Coordinator, he/she plans and coordinates training activities for STAR-EC partners and ensures post training support to service providers.
• Carry out other tasks and assignments as required by Senior Management.
Job and Person specifications Education
• A medical professional or social worker with strong HIV/AIDS and TB experience
• Masters in Public Health or equivalent qualification is preferable Experience
• Experience working with non-governmental organizations and community-based organizations
• Experience working with district and health center level health workers for at least three years
• Experience in SRH/HIV programming across the areas of adolescent health, condom education and promotion; prevention with people living with HIV and AIDS; and prevention of STIs
• Experience working with donor-funded projects with knowledge of
Specific Knowledge or Skills Required
• Proven organization capability, good analytical and familiarity with program monitoring and evaluation methodologies and tools,
• Strong leadership skills and ability to work with multi-disciplinary, results-driven teams and workgroups
• Excellent interpersonal, communication and problem solving skills,
• Strong skills in teamwork, networking, facilitation, strategic thinking.
• Strong knowledge of HIV/AIDS or infectious diseases programming
• Detailed knowledge of the range of HIV prevention programs, policies, regulations and precedents
• Excellent Oral and written communication presentations
