Background

The Government of Uganda is committed to UN Reform and has requested the UN system in the county to accelerate its efforts towards greater harmonization and strengthened coordination and align itself strongly in support of the Paris Declaration and Accra Agenda for Action. In this spirit, the UN Country Team has articulated a unified vision in its new United Nations Development Assistance Framework 2010/2014, which is that it “seeks to support the capacity of Uganda to achieve the National Development Plan, with a focus on equity and inclusion, peace and recovery, population and sustainable development” Accordingly, the UN Country Team is developing a policy on Delivering as One and this is intended to enable the UN system in Uganda to respond jointly and more effectively to national development priorities, to accelerate growth and reduce poverty. Accordingly, the UNCT in Uganda has identified a number of areas for joint programming, including several joint programmes as a key implementation modality for the UNDAF. One of these is a Joint Programme on Gender Equality for which UN Women is the coordinating Agency. Within this context, UN Women is seeking to recruit a Senior National Programme Officer, to enable it coordinate this 11-UN agency initiative.

The Senior National Programme Officer is part of the coordinating team at the UN Women Country Office and a member of the UN Gender Management Team, which together with the Joint Programme Reference Group comprised of Government UN and CSO representatives, provides technical guidance to all aspects of implementation of the Joint Programme including monitoring and reporting.

Duties and Responsibilities

Under the overall guidance of the UN Women Country Programme Manager, and direct supervision of the Coordinator of the UN Joint Programme on Gender, the National Programme Specialist – Joint Programme on Gender will perform the following functions:

Support to programme management:

Ensure production of the required deliverables
Liaise with the Gender Management Team, Reference Group and Gender Teams to ensure programme delivery
Provide review of other UN joint programmes to ensure integration of gender and women’s rights, synergy with the UN Joint Programme on Gender and highlight any duplication.
Be responsible and accountable for programme administration required tasks.

Programme planning:

Lead the process of developing the Joint Programme Annual Work Plans and, if necessary any exceptions and prepare necessary documentation to obtain the approval of the Steering Committee.

Programme monitoring:

Ensure the proper monitoring of programme activities
Manage the risks, including the development of contingency plans
Monitor use of resources and recommend corrective action where necessary
Document knowledge/lessons learnt and distil good practices

Programme reporting:

Support the Programme Coordinator in the timely and accurate preparation of progress and financial reports in accordance with respective donor requirements and guidelines.

Partnership building:

Under the supervision of the Programme Coordinator, facilitate partnership building among programme implementing partners at national and sub national levels; maintain a close working relationship with the UN Gender Management Team, the Outcome team heads and the Joint Programme Reference Group

Knowledge management and sharing:

Ensure that experiences and lessons learnt from programme implementation are adequately recorded.

Perform any other related tasks that may be required.

The expected deliverables include:

Annual Work Plans and work packages on a quarterly basis
Regular reports in relation to programme implementation
Contracts for all sub-contractors for UN Women activities under the Joint Programme
Ongoing programme coordination support as required
Good working relationship with all JP stakeholders – UN, Government, Civil Society and donors
Knowledge documents available
Monthly activity reports

Required Skills and Experience

Education:

Academic Requirements: Master’s degree in a development related field; Gender and Development, Monitoring and Evaluation or other relevant social science

Experience:

At least 7 years of professional experience preferably in programme/project management in the public or private sector, including international development assistance; experience in inter-agency processes is an advantage.
Computer skills: proficiency in current office software applications.
Minimum 5 years of experience in gender and development programming with the UN, government or civil society.
Demonstrated proficiency in developing, applying and adapting gender mainstreaming knowledge tools and products.
Relevant knowledge and experience in results based programming and reporting.

Language Requirements:

Language: Fluency in oral and written English
