Position: HIV COUNSELLING AND TESTING (HCT) OFFICER)
Duty station: Arua, Soroti
Reports to: Care and Treatment Specialist
Purpose of the job: To provide technical support to the Districts and Health Facilities in the provision of HCT and HIV/AIDS prevention services in accor¬dance with the Programme objectives and MOH standards and guidelines
Key Result Areas:
1. Support the development of HCT services in the districts and ensure that HCT is implemented according to MOH HCT documents such as SOPs, National guidelines and policies.
2. Maintain communication with districts, health facilities, MOH and other stakeholders (who may be offering HCT services (through quarterly meet¬ings,electronic communication,monthly,reports about HCT in line within the Programme objectives
3. Identify training needs and Support training in HIV counselling and testing, also ensure that the goals and objectives of the National HCT program are achieved.
4. Support partnership interaction in districts and health facilities in joint planning and information sharing of HCT services and ensure that there is no duplication of HCT services.
5. Ensure evenly distribution of HCT services and resources with the aim of regional coverage and access to the whole population. -
6. Work with the district focal person to ensure that HCT services are ac¬cessed and utilised by all stakeholders.
7. Work with the districts to ensure quality assurance and quality improvement of HCT services in liaison with MOH and other partners to ensure harmo¬nized HCT quality practice.
8. Ensure timely reporting about HCT activities and share information among stakeholders,
Qualifications and job specifications
The successful applicant should have;
1. A Bachelor's degree in Nursing, or Counselling, or Social Sciences, or Training in Public Health
2. Have at least two (2) years HIV/AIDS related working experience
3. Possess interpersonal and communication skills
4. Be self-motivated with high integrity
5. Have 27-40 years of age.
6. Registration with the relevant professional body is required.
