Position: HUMAN RESOURCES OFFICER IN CHARGE OF PERFORMANCE MANAGEMENT SYSTEM-
Reports to: Manager Human Resources
Duty Station: COE-Mulago
Role definition: To initiate, develop and monitor the implementation of the performance management system, policies and procedures aligned with Bay-lor Uganda's mission and HR system and cascaded to the individual level.
Key result areas
1. Review and monitor the performance planning process at Departmental, Unit and Individual level so as to enhance the integration of organizational objectives with individual goals in line with Baylor Uganda's mission.
2. Provide PM orientation to new staff and Training in relation to PM gaps and monitor the performance of PM committees (responsibility centres and change champions) in line with performance management guidelines.
3. Review and implement a system for conducting periodic organizational cul¬ture and climate audits so as to create a conducive PM environment in line with Baylor Uganda's strategic objectives
4. Review and update job profiles of jobs that have either changed or been created in line with performance management guidelines
5. Develop and implement a procedure for employee engagements and con ducting periodic employee engagement surveys, so as to tap the employees' views on a number of aspects of their work environment in line with Baylor Uganda's mission.
6. Develop and manage the PM budget in line with Baylor Uganda's financial guidelines and performance management guidelines.
7. Monitor performance reviews and provide guidance in regard to measuring and evaluating individuals' performance, and providing feedback in line with performance management guidelines.
8. Develop a system for categorizing staff according to their potential and per¬formance ratings and allocate recommendable measures (clarifying how performance will be managed and rewarded) per category to develop and maintain competent staff in line with Baylor Uganda's mission.
9. Prepare quarterly and annually PM reports to be submitted to manage¬ment, official communication to all staff about outcomes of appraisals and implement results (promotions, demotion, transfers, salary increment and reprimand) in line with performance management guidelines.
Qualifications and job specifications
The successful applicant should have;
1. A Masters degree in Business Administration (MBA - HR option), or Masters of Human Resource Management, or Masters of Industrial and Orga¬nizational Psychology.
2. Chartered Institute of Personnel Development (CIPD) Membership is an added advantage
3. At least five (5) years working experience in a reputable organization pref¬erably an NGO
4. Excellent communication skills, in both spoken and written English.
5. Excellent Analytical, coordination / networking, negotiation, communication and interpersonal skills.
6. High ethics and integrity.
7. 32 - 45 years of age
8. Registration with the Human Resources Manager's Association of Uganda or Uganda Psychologist Association is required
