Position: MONITORING AND EVALUATION COORDINATOR
Duty station; Soroti, Arua
Reports to: The Monitoring and Evaluation Manager

Role definition: To plan, develop and manage program performance moni¬toring and evaluation system, establish information/data base for management purposes according to programme evaluation guidelines

Key result areas:
1. Prepare annual M and E work plans and budgets for the region with the District HIV management information systems (HMIS) focal person and monitor their implementation according to Baylor's financial and planning guidelines
2. Develop performance monitoring tools to track program indicators in ac¬cordance with the detail program implementation plan
3. Monitor and appraise the performance of M and E Officers according to Bay¬lor's Human Resources guidelines
4. Provide technical support to the program staff and other stakeholders on program performance, monitoring and evaluation according to program evaluation guidelines
5. Plan for and implement program impact assessments and evaluations and make necessary recommendations according to program evaluation guide¬lines
6. Manage and supervise maintenance of HMIS database for monitoring the effectiveness of the project / programme according to established MIS guidelines
7. Prepare periodic M and E reports with appropriate recommendations on iden¬tified project implementation strategies, targets and operational problems according to programme/project objectives and Baylor Uganda's reporting guidelines.
8. Monitor capacity building activities for enhancing stakeholders' M and E knowledge according to Baylor Uganda capacity building guidelines

Qualifications and job specifications
The successful candidate will have:
1. A Masters degree in Statistics, Demography, Epidemiology or quantitative Economics with a Postgraduate diploma in Computer Science/ Information Technology or a community based course or public health with a Formal qualification in Monitoring and Evaluation at a Diploma level,
2. Good interpersonal skills, communication skills and organizational skills.
3. Good computer skills and knowledge of common Statistical analysis and database management packages Ms Access, Ms Excel, STATA, SPSS, EPIDATA.
4. The Candidate must have at least 5 years in Log Frame Approach in plan¬ning, monitoring and evaluation; application of qualitative and quantitative M and E methods.
5. The candidate must be 30- 40 years of age
6. Experience working with local Government structures and civil society Orga¬nizations is an added advantage.
