Transport Economist Jobs at East African Community

Job Title: SENIOR TRANSPORT ECONOMIST
(REF: EAC/HR/2012/011)

Reports to: Principal Civil Engineer
Main Purpose of the Job:
To assist in the coordination and implementation of projects and programmes and the
development of strategies and policies as approved in the development strategy with a view to
achieving the Treaty objectives for the Transport sub-sectors.
Duties and Responsibilities:
1. Coordinate and facilitate harmonisation of transport policies and strategies in the
region.
2. Coordinate and evaluate consultancy studies in the sub-Sector.
3. Prepare terms of reference for surveys and studies on transport Sector within agreed
areas of co-operation.
4. Follow-up implementation of recommendations for studies in liaison with sector
ministries.

5. Coordinate implementation of the MOU with the Port Management Association of
Eastern Africa (PMAEASA), the Inter-Governmental Standing Committee on Shipping
(ISCOS), and the International Maritime Organisation (IMO).
6. Mobilise resources for funding studies, activities, projects and programmes in the
transport sector.
7. Promote initiatives that encourage Private Sector participation in the sub-Sector.
8. Design/evaluate economic feasibility studies/reports as necessary
9. Undertake project planning and analysis for Transport Sub-Sectors.
10. Participate in identification of regional centres of excellence.
11. Liaise with development partners and other specialized international institutions
supporting projects and programmes relating to the transport sector at the EAC.
12. Facilitate the Sectoral Committee on transport sub-sector.
13. Prepare annual and progress reports and implement Council decisions; and
14. Promote a positive corporate culture and image of the EAC.
Qualifications and Experience:
A Master’s in Transport Economics, Economics, Transport Management and Logistics, Transport
Policy Formulation and Management or a related discipline.
8 years experience in the related field with 3 years at senior level.
Skills and Competencies:
Good analytical skills, communication skills, presentation skills, research skills, procurement of
Consultants, project proposal writing, resource mobilisation, negotiation, monitoring and
evaluation, computer skills, planning skills, and report writing skills.
TERMS AND CONDITIONS OF SERVICE
This post is tenable on a five (5) year contract term renewable upon satisfactory performance.
This position is subject to the application of the Quota System.
