JOB TITLE: Volunteer Lawyer – Durable solutions
DEPARTMENT: Legal & Psycho-Social
SUPERVISOR: Team Leader – Right to Asylum & Durable Solutions
DUTY STATION: Kampala
I. JOB SUMMARY: To provide legal assistance to asylum seekers during Refugee Status Determination
(RSD)
II. RESPONSIBILITIES AND TASKS:
The tasks include the following;
• Receiving clients that fall under the program and conducting assessment and interviews thereof
• Drafting RSD requests for review of cases and appeals; and formulating recommendations for
decisions in accordance with the Office of the Prime Minister (OPM) and court in time where
necessary
• Providing legal and protection expertise in the framework of the RSD, as necessary
• Generating regular statistics and reports on RSD activities carried out at the RLP and OPM
• Drafting expert opinion reports and ensuring timely dispatch of expert opinions to sources that
placed the requests
• Monitoring the implementation of the Refugees Act and its Regulations
• Making referrals and managing referrals from other programs where a durable solution is advisable
• Managing statistics of refugees that have sought and obtained durable solutions
• Monitoring conditions of refugees in the refugee settlements and producing advocacy reports
• Engaging in advocacy work that promotes the achievement of durable solutions
• Training and /or facilitating in trainings in the program areas and organizing information sessions
to refugees and asylum seekers as necessary
• Undertaking any other duties incidental to RSD as requested by the supervisors
III. CONTACTS AND KEY RELATIONSHIPS
The Volunteer Lawyer – Durable Solutions has to work closely with Lawyers and psychosocial staff within
the department. S/he should be very courteous when dealing with clients.
IV. SUPERVISION AND AUTHORITY
The Team Leader – Right to Asylum & Durable Solutions supervises the Volunteer Lawyer - Durable
Solutions. S/he supervises no one.
V. WORKING CONDITIONS
The position is Kampala based, with occasional field visits to settlement camps. The average working
week is 40 hours.
VI. QUALIFICATIONS AND COMPETENCIES
• A Bachelor of Laws Degree from a recognised university
• Must be an enrolled advocate of the High court of Uganda
• Must demonstrate strong commitment to human rights issues
• Knowledge of French or Swahili
• Good Computer & interpersonal skills and ability to work under pressure
