JOB TITLE: Human Resources Manager
DEPARTMENT: Operations & Programme Support
SUPERVISOR: Head of Operations & Programme Support
DUTY STATION: Kampala
I. JOB SUMMARY: To Maintain and enhance the organization's human resources by
planning, implementing, and evaluating employee relations and human resources policies,
programs, and practices.
II. RESPONSIBILITIES AND TASKS:
Key tasks include the followings:
• Maintain the work structure by updating job requirements and job descriptions
for all positions.
• Maintain organization staff by establishing a recruiting, testing, and interviewing
program; counselling managers on candidate selection; conducting and analyzing
exit interviews; recommending changes.
• Prepare employees for assignments by establishing and conducting orientation
and training programs.
• Maintain a pay plan by conducting periodic pay surveys; scheduling and
conducting job evaluations; preparing pay budgets; monitoring and scheduling
individual pay actions; recommending, planning, and implementing pay structure
revisions.
• Ensure planning, monitoring, and appraisal of employee work results by training
managers to coach and discipline employees; scheduling management conferences
with employees; hearing and resolving employee grievances; counselling
employees and supervisors.
• Maintain employee benefits programs and inform employees of benefits by
studying and assessing benefit needs and trends; recommending benefit programs
to management; directing the processing of benefit claims; obtaining and
evaluating benefit contract bids; awarding benefit contracts; designing and
conducting educational programs on benefit programs.
• Ensure legal compliance by monitoring and implementing applicable labour laws
of Uganda; conducting investigations; maintaining records; representing the
organization at hearings.
• Maintain management guidelines by preparing, updating, and recommending
human resource policies and procedures.
• Maintain historical human resource records by designing a filing and retrieval
system; keeping past and current records.
• Maintain professional and technical knowledge by attending educational
workshops; reviewing professional publications; establishing personal networks;
participating in professional societies.
• Complete human resources operational requirements by scheduling and assigning
employees; following up on work results.
• Maintain human resources by recruiting, selecting, orienting, and training
employees.
• Contribute to team effort by accomplishing related results as needed.
III. CONTACTS AND KEY RELATIONSHIPS
The Human Resources Manager has to maintain close good working relations with all the
RLP staff team leaders and Heads of Departments. This will enable a good working
environment.
IV. SUPERVISION AND AUTHORITY
The Head of Operations & Programme Support supervises the Human Resources Manager.
S/he supervises the Human Resources Officer and Assistant.
V. WORKING CONDITIONS
The position is Kampala based, with minimal visits to field offices. The average working
week is 40 hours.
VI. QUALIFICATIONS AND COMPETENCIES
• Post Graduate degree in Human Resources Management.
• Good Knowledge of Hiring, Human Resources Management, Benefits
Administration, Performance Management, Communication Processes,
Compensation and Wage Structure, Supports Diversity, Classifying Employees,
Uganda Labour Laws.
• Ability to work independently with minimal close-support from the supervisor
• Implementation of multiple decisions requiring quick problem definition and
development of solutions
• Take the initiative and consistently provide practical solutions to urgent problems
• Good communication skills both oral and written
• Prior relevant working experience in an NGO environment is an added advantage.
• Ability to comfortably work in a team, with minimum supervision and initiate action
• Observance to strict deadlines, attention to detail and ability to stand pressure in a
complex environment
