Job Title: Project Technical Manager

Overall Objective
To assist the Project Coordinator in handling specialist tasks, which among others, include coordination of the civil works, preparing budgets, work plans, procurement requirements, and progress reports.

Qualifications
• University Degree in Architecture from a recognized University is essential.
• Relevant post graduate qualifications are an added advantage.
Registration with the Architect's Professional Body for a minimum of five years.
• Computer skills in Ms Word and Ms Excel and other specialized packages are essential.

Experience
• Minimum of 10 years' experience, with at least 3 years in similar/equivalent positions.
• Exposure to coordination of supplies, equipment and services procurements is highly desirable. A wording knowledge and familiarity with international funding agency procedures is desirable.

Competencies
•Proven track record of professional integrity.
•Strong project planning, management and reporting skills.
• Ability to work with minimum supervision and with strong organizational skills. •Ability to work under pressure and obtain satisfactory results.
• Good interpersonal, communication and negotiation skills.
•Dedicated team player.

Duties and Responsibilities
• Provide leadership and take responsibility for the success of the project Preparing the periodic budgets and work plans for all project activities
• Provide technical guidance in the procurement processes for required building consultancy teams.
• Liaise with Construction Management Unit of the Ministry on all matters related to construction
• Ensure effective coordination of all stakeholders and provide technical inputs during the consultants' implementation stages for works, services and supplies, ensuring that the project requirements are well addressed. Verify all payment certificates for works services and supplies, including interim and final accounts and recommend to the client for payment.
• Participate in preparation of the guidelines and beneficiary training in operation and maintenance of completed facilities.
Supporting the PC in planning and organizing capacity building activities as outlined in the project document
• Supporting the PC to prepare the terms of reference for the planned studies/ consultancies, procurement of required consultancy services, (short and long term), as well as their implementation
Ensuring timely, orderly and welt planned and organized Steering Committee Meetings
• Liaising with line departments, institutions and other stakeholders to supervise and prepare necessary reports relating to the project; and Perform any other duties as may be assigned from time to time by the Project Coordinator.
