Job Title: HEAD OF DEPARTMENT-POLICY AND ADVOCACY
This position reports to the Executive Director. Its purpose is to access generate and provide information on legal policy issues, abuses or violation of human rights arid other matters relating to the rule of law in Uganda. The position is also responsible for the mobilization and advocacy of issues that promote the mandate and sustain ability of ULS through building local and international networks and partnerships with donors and other ULS stakeholders
Major responsibilities will include
• Undertaking public policy analysis and providing the Council with policy gaps and /or needs to be addressed.
• Carrying out research in relevant areas to gain understanding of public issues and making recommendations for appropriate action.
• Writing reports and position papers to advance the cause and mission of the ULS
• Mobilization of resources to sustain the above mission and objectives of the organization
• Participating in the senior management meetings and planning sessions.
• Representation of ULS and making presentations at various forums as will be required.
• Coordinating and supervising the work of the department and liaising with other departmental heads.
• Compile and produce periodic reports addressing key outputs and achievements against well set work plans for consolidation into the ULS periodic and annual reports

Qualifications and Skills
• A Masters degree in social science, human rights, or any other relevant field, a qualification in law will be an added advantage.
• At least four years experience at a managerial or comparable position.
• Should Possess research and analytical skills
• Good in advocacy and networking and has experience in policy formulation and analysis
• Resource mobilization, Project implementation skills
• Excellent computer and report writing skills
Other desired Attributes
An understanding of relevant employment legislation, policies and procedures as well as office administration, has analytical and problem solving skills
Has ability to work in a computerized environment with good knowledge of spreadsheets and word pressing programs, stress and time management skills
