Job Title:MONITORING AND EVALUATION OFFICER(1 Position)

Reporting to: The Project Manager
Role definition: Develop and implement strategies for monitoring and evaluation in line with the project objectives and approach.

Key Results Areas

Develop and implement an M&E system for VODP2 in line with the project objectives and approach
Design a system for data and information collection on project implementation and undertake analysis to provide gender disaggregated reporting in line with the project objectives and approach.
Prepare M&E reports and disseminate periodic progress reports for decision making and improvement of implementation of the project in line with Project objectives and reporting guidelines.
Develop Project Implementation and Financial Manuals in line with project objectives and financial guidelines.
Organize and facilitate the Annual Review Workshops, AWPB Workshops, supervision missions and other technical backstopping missions in line with the project objectives
Review project implementation by carrying out project surveys and special studies in line with the project indicators
Carry out training needs assessment of M&E staff and organize short training courses in line with the training guidelines
Prepare activity-based annual work plans and budgets to inline with the project's implementation approach and objectives.


Job specification

A Master’s degree in Agriculture, Agricultural Economics, Economics, Development Studies, Business Administration or equivalent field.
A post graduate diploma/certificate in MIS or M&E
A minimum of six years' experience of working in the field of M&E.
Good knowledge of participatory M&E approaches and techniques.
Good knowledge in the development of performance based indicators.
Good knowledge of data management and analysis; and report writing
Analytical and team working skills
Good communication skills
Have general knowledge of project and business management with emphasis on work planning, budgeting and reporting;
Be computer literate and well versed in the use of Word, Excel and internet
Fluent English - written and oral and excellent report writing skills
Advanced advocacy, communication and negotiation skills and ability to work as a team member;
Be conversant with rural poverty reduction strategies and gender equity
A working knowledge of GOU policies, operations and reforms;
Knowledge and experience working with the private sector;
Excellent skills in working with groups to build consensus and resolving conflict.
Excellent organization skills with the ability for multi- tasking;
