Procurement Officer Job in Uganda at Ministry of Agriculture

Job Title: Procurement Officer

Reporting to: The Project Manager
Role definition: Develop and monitor strategies for timely procurement and delivery of goods and services for the project.


Key result areas

Develop and monitor implementation of the procurement plan in line with procurement guideline and budget
Prepare solicitation/Bid documents for procurements in line with procurement guidelines
Develop strategies for evaluating bids in line with the procurement guidelines
Develop and implement strategies for providing technical backstopping to project implementers at different levels on procurement matters in line with procurement guidelines
Prepare and submit periodic reports to Contracts Committee in line with the project reporting guidelines


Job specification

Bachelor’s degree in Procurement and Supply Chain or Procurement and Logistics Management or Commerce or related; and a full professional qualifications in purchasing and supply chain management from CIPS/ISM
A minimum of Five years of relevant experience, three of which must be at senior procurement level in a public organization.
Analytical and team work skills
Technical understanding of how donor’s funded projects operates.
A professional of high standing with strong leadership and team building skills.
Have general knowledge of project and business management with emphasis on work planning, budgeting and reporting;
Be computer literate and well versed in the use of Word, Excel and internet;
Fluent English - written and oral and demonstrate excellent report writing skills;
Advanced advocacy, communication and negotiation skills and ability to work as a team member;
Be conversant with rural poverty reduction strategies and gender equity;
A working knowledge of GOU policies, operations and reforms;
Knowledge and experience working with the private sector;
Excellent skills in working with groups to build consensus and resolving conflict.
Excellent organization skills with the ability for multi- tasking;
Excellent presentation skills; oral and written with attention to detail
