Job Title:PROJECT MANAGER (PM) (1 Position)
Reports to: The Permanent Secretary, MAAIF
Role definition: Develop and monitor strategies for day-today operations, coordination, and financial management of the project activities in line the Project Objectives
Key Result Areas:
Develop, review and monitor the operational structure for project implementation in line with the Project objectives
Develop, review and monitor Project annual work plans and Budgets (AWPBs), and the timely preparation of financial audit and reports in line with the Project objectives and financial guidelines
Develop strategies for monitoring all Project procurements in line with the Project objectives
Develop, review and monitor strategies for building partnerships and networks among relevant stakeholders including private sector partners and farmers in line with the Project objectives
Develop strategies for documenting and implementing recommendations of the relevant committees including the project steering committees, impact management system and land task force in line with the project objectives
Design strategies for implementing of training programmes for PMU staff, including technical and management aspects; and equipment/technology packages in line with the Project objectives
Develop and monitor strategies for recruitment of project administrative and support staff in line with project guidelines
Develop and monitor strategies for performance management of PMU staff, in line with the Project objectives
Develop and monitor strategies for project monitoring and evaluation in line with the project objectives and the Loan Agreement;
Job specifications
A Master’s degree in Agriculture, Agricultural Economics, Development Studies, Business Administration or related field
A minimum of 10 years’ experience, of which 5 years in the management and implementation of public-donor financed agricultural and rural development projects and 5 years of experience working with the private sector, preferably in the Vegetable Oil Sub- sector;
Good understanding of the Vegetable Oil subsector.
At least 5 years’ experience working on public-private partnership arrangements and practice;
Have general knowledge of project and business management with emphasis on work planning, budgeting and reporting;
Be computer literate and well versed in the use of Word, Excel and internet
Fluent English - written and oral and excellent report writing skills
Advanced advocacy, communication and negotiation skills and ability to work as a team member;
Be conversant with rural poverty reduction strategies and gender equity
A working knowledge of GOU policies, operations and reforms;
Knowledge and experience working with the private sector;
Excellent skills in working with groups to build consensus and resolving conflict.
Excellent organization skills with the ability for multi- tasking;
Excellent presentation skills; oral and written with attention to detail.
