Job Title: OFFICER LEGAL AND COMPLIANCE
DUTIES AND RESPONSIBILITIES:
Reports to the Manager, Legal and Compliance and carries out the following duties:
1. Monitoring compliance of procuring and disposing entities with the PPDA Act and Regulations.
2. Providing legal advice to procuring and disposing entities, providers and the public on the application of the PPDA Act and Regulations.
3. Assisting in the development of Guidelines and User Guides under the PPDA Act and Regulations.
4. Assisting in the development and maintenance of compliance databases of procuring and disposing entities and the Register of Providers.
5. Reviewing monthly/quarterly reports of procuring and disposing entities.
6. Conducting compliance checks/inspections on procuring and disposing entities.
7. Drafting contracts and legal documents.
8. Following up on the professional eligibility requirements of staff and ensuring that the chambers of the PPDA are run on law council provisions and best practices.
9. Verifying and conducting due diligence with the requisite offices that handle public documentation in Uganda.
10. Undertaking research, preparing reports and presenting legal opinions on all matters of compliance.
11. Undertaking any other assignments as may be required from lime to time.
JOB REQUIREMENTS:
• An honours degree in Law.
• Postgraduate Diploma in Legal Practice
• An enrolled Advocate of the High Court of Uganda.
• Good knowledge of the public procurement regulatory framework in Uganda.
• Minimum relevant working experience of three years. Having worked in a large government organization will be an added advantage.
• Good knowledge of computer management and applications.
• Result and team oriented individual with good communication and inter personal skills.
• High standards of integrity.
• Ability to work under tight deadlines.
CONDITIONS OF SERVICE:
Full time employee on a 3 year renewable contract and an attractive salary package.
