MANAGER PROCUREMENT AUDIT AND INVESTIGATIONS Job Vacancy- at PPDA

The Public procurement and Disposal of Public Assets Authority (PPDA) derives its mandate from PPDA Act no.1 and PPDA Regulations no. 70 of 2003. Under these laws PPDA is mandated to formulate policies and regulate Public Procurement and Disposal- Practices of all Procuring and Disposing Entities (PDEs) _.
The PPDA is seeking to recruit a qualified, competent and highly motivated Ugandan to fill the following post.

Position: MANAGER PROCUREMENT AUDIT AND INVESTIGATIONS

DUTIES AND RESPONSIBILITIES: Reports to the Director, Procurement Audit and Investigations. His/her duties include:
1. Assisting and acting for the Director in the execution of the functions of the department,
2. Project Manager for all audits in the department as designed by the Director during the annual planning process.
3. Drawing up audit plans for each audit and selecting entities to audit based on the annual work plan,
4. Managing in-house audits to ensure that they are carried out in time, appropriate guidance is given to field teams and working papers are reviewed accordingly to ensure findings are well researched
5. Advising the Director on actions to be taken regarding conclusions drawn from audit assessments of Procurement and Disposal Entities (PDEs).
6. Supervising the selection of PDEs that need to be investigated pro-actively to prevent fraud during the procurement and disposal process.
7. Identifying complaints in a pro-active manner and passing on relevant information to the Director for further action.
8. Drawing up investigation plans including the scope, objectives and time frame of the investigation for the Director to review.
10. Supervising the audit and investigations follow-ups and provide quality assurance.
11. Any other assignment as directed by the Director

Work Experience:
A minimum of five years relevant professional experience with reputable organizations is desirable.

• Knowledge of procurement laws, regulations and processes.
• Well developed analytical skills.
• Investigation skills
• Well developed report writing skills
• Well developed communication and presentation skills.

QUALIFICATIONS AND EXPERIENCE:
• A Master's degree in either Procurement, Engineering, Commerce, Law, Architecture, Economics with professional qualification in Procurement, '
